The article mainly talks about how different branches of the military are planning for the future of the attacks, and how long the Pentagon expects the war to last, which is between 1 year and 2. While this article gave an actual time for the japaneese to surrender, two years is a long time to wage a war, and so it would suffice to say that the speaker didn't expect the japaneese to surrender soon, and seemed to think that rather than try and peacefully come to an agreement, we were going to have to force the japaneese to surrender.
